Wave-driven Electro-rotational Toroidd Confinement Device

This device compensates the vertical drift in a toroidal magnetic confinement device by using waves to induce a radial electric field rather than by using waves to induce a toroidal current.  It will require less power to maintain and its disruption will be less destructive.
