This invention employs elements of existing equipment, such as rolling casters and counterbalancing weights, to function in a completely unique manner. Material handling devices such as portable automotive lifting devices allow one to lift equipment between a set of legs and roll it to a position for lowering. The 360-degree portable lifting device is unique in that it allows one to lift a piece of equipment, and with the use of counterbalancing weights on the manipulating arm and optionally on the legs, rotate the equipment out of the envelope of the legs and position it in any location. This includes lowering the equipment to the floor or even mounting it on a wall.
